Accord has been awarded two environmental assessment contracts by the Dept. of the Navy. The first $1,900,000 contract is to perform site investigation for onshore and offshore areas at the Naval Amphibious Base (NAB), Coronado, California. The second $1,900,000 contract is to perform Site Inspection, Site Assessment and Closure Reports at Naval Auxiliary Landing Field (NALF) San Clemente Island. Both contracts are anticipated to be completed in the fourth quarter of 2008.



Costa Mesa, California, February 2007 – Accord Engineering, Inc. has been awarded a $269,245 contract by the City of Costa Mesa to improve drainage system between Newport Blvd. and 15th St. The project is a 25 working day job that involves the installation of both reinforced concrete pipe and high density polyethylene pipe, construction of drainage inlets, manholes, and curb and gutter.



Fullerton, California, February 2007 – Accord Engineering, Inc. has been awarded a $448,950 contract by the City of Fullerton to construct a storm drain system on Teton Drive between Hermosa Drive and Las Palmas Drive. The project involves the installation of 1,800 linear feet of reinforced concrete pipe, catch basins, transition structures, junction structures, and manholes.

San Diego, California, August 2006 – Accord Engineering, Inc. has been awarded a remedial investigation contract by the Dept. of the Navy. This $2,140,000 contract is to perform remedial strategy implementation at Installation Restoration SWMU 80, Naval Air Station (NAS) North Island, Coronado, California. The contract is anticipated to be completed in the fourth quarter of 2008.



July 10th, 2007 – Accord Engineering wins 5 year Environmental Site Assessment contract with the Los Angeles Unified School District (LAUSD). On July 10th, 2007 Accord Engineering was awarded a 5 year Master Services Agreement (MSA) with the LAUSD for multiple environmental services, including Phase 1 and Phase 2 site assessments, Preliminary Endangerment (Environmental) Assessments (PEAs), Remedial Investigations/Feasibility Studies (RI/FS), Removal Actions, and Remedial Actions. The estimated value of this award, including all option years, is $10M.



15 August 2007 - Accord has been awarded a $1.7M project by the City of Huntington Beach for the removal and replacement of water mains along Beach Blvd from Main Street to Indianapolis Street. The project consists of installing various sized water line from 8” - 12” diameter as well as new water services and fire hydrants along Beach Blvd. and surrounding neighborhood streets. The project is expected to last for approximately ten months.



August 24 2007 - Accord Engineering, Inc. has been awarded a $700k project to correct poor drainage in the La Veta neighborhood area. The project consists of removal and replacement of existing deteriorated concrete curbs, gutters and cross gutters to facilitate proper drainage in the area. Accord Engineering will also replace sidewalks and driveways that the City determined needs replacing.



Sept. 21 2007 - The Bureau of Reclamation has awarded a $1.4M contract to Accord Engineering to remove an abandoned bridge at a remote location downstream of the Stanislaus Afterbay Dam, Northern California. Accord Engineering will prepare all NEPA required documents and assist the client in obtaining the permits before commencing the field demolition work in 2008.



January 15, 2008 – Accord Engineering, Inc. received the first task order from the Los Angeles Unified School District to conduct a Preliminary Environmental Assessment at a proposed school site in Sylmar, California. The work will involve shallow soil sampling in residential properties, which may require using limited access rig or hand augering in tight spaces. The work will be done on a fast-track schedule.



March 13, 2008 – Accord Engineering, Inc. received a $982,136 contract modification for the implementation of additional Site Inspection / Site Assessment works at Naval Auxiliary Landing Field (NALF) at San Clemente Island. Accord Engineering, Inc. was awarded the $1,902,544 baseline contract by the NAVFAC Southwest in September 2006 and successfully mobilized in less than two-month time to perform the fieldwork on this remote naval facility located about 150 miles offshore of San Diego. All fieldworks were subsequently completed in December 2006 in accordance with the project schedule. Despite of challenges from intense logistic coordination for performing fieldwork at this remote project location in mid of winter weather condition, Accord Engineering, Inc. was able to successfully execute more than $1.2 M worth of fieldwork and laboratory analyses in less than 4 months from the award of the baseline contract without any incidents. This contact modification was a vote of confidence by our client for accomplishing this type of work that requires unique logistic coordination and management capability. The modification increased the total contract value to $2,884,680.



March 22, 2008 – Accord Engineering, Inc. received a $37,752 contract with an additional contingency fund of $22,247 from the California Department of Toxic and Hazardous Substances Control (DTSC) for performing a Preliminary Environmental Assessment (PEA) at the planned Constance Avenue and Sierra Avenue Elementary School site in Fresno, California. This is the 6th PEA that Accord Engineering, Inc. performed for DTSC under DTSC School Site Program sponsored by the USEPA brownfield grant for school site. The fieldwork will be completed in late April.



April 7, 2008 – Accord Engineering, Inc. started the field implementation of a $2,565,445 contract for the NAVFAC Southwest to perform a Tier II Site Investigation at Solid Waste Management Unit (SWMU) 80 at Naval Air Station North Island (NAS SI). The project scope includes extensive soil and soil gas sampling through direct push sampling technology and analysis by both off-site stationary laboratories as well as real-time on-site mobile laboratory. Over 1,000 locations will be sampled in the next 4 months along the extensive network of underground utility trenches at NAS NI. The underground utility trenches grouped under SWMU 80 are believed to be the conduits for the migration of contaminants found at NAS NI



April 22, 2008 – Accord Engineering received a $44,506.10 contract modification from the Los Angeles Unified School District to perform additional step-out sampling and limited removal action at the proposed Sylmar school property. Preliminary site sampling and risk screening results indicated several isolated locations that may pose potential health threat to the future land users. In order to streamline the PEA process, LAUSD approved Accord Engineering’s approach to perform additional step-out sampling and possible house-keeping actions to removal these isolated spots with limited quantities.



April 29, 2008 – The Board of Directors of Port of Long Beach approved a contract modification for a chemical oxidation pilot test at Pier A West, which will be conducted by Accord Engineering, Inc. from May to December, 2008. This large-scale pilot test will involve chemical injection of sodium permanganate, hydrogen peroxide, and ozone gas at two separate aquifers in two plume locations. The primary chemical of concerns are vinyl chloride, other chlorinated solvent compounds, and petroleum hydrocarbon compounds. The estimated cost for the entire pilot test is approximately $1,500,000. Currently Accord Engineering is installing a total of 19 nested injection wells and procuring the material and equipment for the test.



July 30, 2008 - Accord Engineering was awarded $691,050 through an amendment to existing contract to provide Tier II environmental assessment and investigation services to Naval Air Station North Island in San Diego, California. This contract amendment increased the total value of environmental investigation efforts to $3,256,495. Multimedia samples were collected from over 1,200 sampling locations using direct push sampling device at this very active base.



September 8, 2008 - Accord Engineering mobilized field construction effort for the removal of Old Camp Nine Bridge at New Melones Lake, Sonora, California. This $1.35 million project was awarded in October 2007 by the Mid-Pacific Region Bureau of Reclamation (BOR) as a permit-design-construction project. The Camp 9 Bridge Demolishing project is the first project of this kind for BOR that combines the environmental permitting and field construction in a single project. This integrated contract expedited the implementation process and accelerated the overall time to complete the project. Accord Engineering successfully completed the permitting phase of the project on time. The bridge is expected to be completed removed by November this year, 12 months from award of the contact.



September 30, 2008 - The Mid-Pacific Region Bureau of Reclamation announced the award of $3,316,559 to Accord Engineering to provide repairs to lift stations at Tuttletown and Glory Hole recreation areas at New Melones Lake, Sonora, California.



September 11, 2008 - NAVFAC SW announced the award of an ID/IQ AE Service Contract to Accord- MACTEC JV. This one year with 4-year option contract has a total contract value of $15 million to provide storm water, and incidental potable water, groundwater, waste water environmental compliance at Navy and Marine Corps installations at various locations in CA, NV, AZ, NM, UT, CO and other federal and DoD facilities nationwide.



December 23, 2008 – NAVFAC Southwest, El Centro FEAD, announced the $980,000.00 award the renovation of the Wastewater System at Naval Air Facility El Centro (NAFEC) which will include: the disinfection process at the Wastewater Treatment Plant (WWTP), elimination of infiltration, renovation of a pump station, and the equalization of flow from multiple pump stations. This work will help the WWTP comply with the discharge requirements of the National Pollutant Discharge Elimination System (NPDES) permit issued by the Colorado River Basin Regional Water Quality Control Board.



December 31, 2008 – NAVFAC Southwest, Los Angeles FEAD, announced the award of a $5M, 3 year IDIQ, with a $138,055 seed project for demolition and HAZMAT abatement at Naval Weapons Station Seal Beach.



December 30, 2008 – LAUSD awarded Accord Engineering a contract valued at $490K to provide environmental site assessment work toward the expansion and development of local schools. Service include: Phase I and II Environmental Site Assessments, Preliminary Endangerment (Environmental) Assessments (PEAs), Environmental Data Reviews, Demographic Surveys, Public Participation Plans and Public Hearing Support



Accord MACTEC JV, comprised of Accord Engineering and MACTEC Engineering and Consulting Inc., Santa Ana, Calif., has been awarded a maximum $15,000,000 firm fixed price, indefinite delivery, indefinite quantity architect/engineering contract for storm water, incidental potable water, ground water, and waste water environmental compliance. The intent of this contract is to provide comprehensive services to various Navy and Marine Corps and other federal government facilities within the contract geographic area to meet statutory compliance requirements for all applicable DOD, Federal, State, local, and installation specific environment laws, regulations, and guidance pertaining to storm water and incidental potable water, groundwater, wastewater, and compliance with similar requirements as required to support other related RCRA, CERCLA, and Base Closure and Realignment (BRAC). Work will be performed at various Navy and Marine Corps installations in Calif., (80 percent), Ariz., (10 percent), Nevada, (2 percent), N.M. (2 percent), Colo., (2 percent), Utah, (2 percent) and other federal and DOD installations (2 percent) nationwide, and work is expected to be completed Feb. 2014. This contract was competitively procured as a small business set-aside via the Federal Business Opportunities and Navy Electronic Commerce Online website, with four offers received in response to the synopsis and four firms were slated for interview. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity (N62473-09-D-2613).



June 30, 2009 – Accord Engineering received a task order for the demolition of 25 buildings at Naval Weapons Station Seal Beach, including buildings with the potential presence of explosive residue. The contract, valued at about $1.7M, includes not only construction services such as demolition, grading, and hauling, but environmental management with respect to NEPA, hazardous materials and waste determination and disposal, and innovative solid waste diversion techniques.



July 29, 2009 - Specialty Center Acquisitions NAVFAC announced the award of a $75M/5 year contract to Accord Engineering.

The Indefinite Delivery/Indefinite Quantity Multiple Award Contract (MAC) is for Environmental Engineering and Incidental Services at various locations throughout the Continental United States, Alaska, Hawaii, and U.S. Territories.

September 4, 2009 - LAUSD announced the award of a $140K task order to Accord Engineering under the current Master Service Agreement (MSA) for providing engineering oversight during the environmental remediation at South Region Elementary School No. 12 site. The continued recorgnition by LAUSD demonstrates the successful execution of this MSA contract by Accord Engineering.



January 15, 2010 - Accord Engineering has received over $465k in task orders under the stormwater contract (N62473-09-D-2613) awarded the the Accord MACTEC JV in September of 2008.

The awarded task orders have included: Stormwater compliance monitoring including the preparation of planning documents, stormwater sampling, stormwater sampling and observations, regulatory liaison services and report preparation. Also included under stormwater compliance are Stormwater Pollution Prevention Plan (SWPPP) and Geographical Information System (GIS) updates. These stormwater compliance services are being performed at Hunters Point Shipyard in San Francisco, Seal Beach Naval Weapons Station in Seal Beach and Naval Base Point Loma in San Diego. Accord is also performing activities supporting the preparation of an Integrated Contingency Operation Plan (ICOP) at Marine Corps Air to Ground Combat Center in Barstow and an Underground Storage Tank UST) investigation at Marine Corps Air Station Miramar.



March 24, 2010 - The Accord MACTEC 8a JV has been awarded a 5 year/$25M Architectural/Engineering contract for RCRA/CERCLA/UST environmental support services within the NAVFAC AOC inclucing California, Arizona, Nevada, New Mexico, Utah, Colorado. This contract marks the second major win for the Mentor/Protege of Accord and MACTEC.

The team will be providing environmental engineering and scientific assistance to support the Navy's Installation Restoration (IR) Program requirements, and similar requirements to complete Resource Conservation and Recovery Act (RCRA), Military Munitions Response Program (MMRP), Aboveground/Underground Storage Tanks (AST/UST), Base Realignment and Closure Program (BRAC) and environmental compliance projects.

Accord Engineering was recently awarded a contract from the Program Management Division, Engineering Bureau of the Port of Long Beach, for Professional Engineering Services.

Accord will provide on call professional services including: preliminary studies/investigations; engineering feasibility assessment study; program management; site investigation; planning; permit application; plan check, pre-design services; formal design submittals (15%, 50%, 100% and Final Design) development of drawings and specifications; development the project schedules; project cost estimates; quality control; preparation of construction bid packages; bid phase support services; construction support services and preparation of as-built record drawings.



May 17th, 2010 - Accord Engineering, Inc. has been awarded a contract (RIOPX20R26) by the Bureau of Reclamation, U.S. Department of the Interior, for the Mitigation of Gasoline Contamination at the Putah Creek Resort, Lake Berryessa, CA.

Accord will perform tasks requiring the installation of sampling and extraction wells, as well as excavating any known contaminated soils discovered as a result of sampling and analysis.

Accord will develop the site Health And Safety Plan prior to performing site work, perform excavation, drilling, well installation, groundwater sample collection and laboratory analysis, conduct an extraction well field test, create elevation surveys and prepare the final remediation plan and design and human health risk assessment.



June 18th, 2010 - A joint venture between Accord Engineering, Inc. & MACTEC has been awarded a U.S. Army Corps of Engineers $9.9M multi-year Environmental Consulting Services IDIQ Contract (W9128F-10-D-0071) for Joint Base Andrews Naval Air Facility Washington and Bolling AFB.

The contract has a 3 year base period and one 2 year option and will cover a wide range of base-wide environmental compliance services support in the following areas: environmental compliance, hazardous waste/hazardous materials operations and management, Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS) Emergency Planning and Community Right-to-Know Act (EPCRA) inventory, air pollutant inventory, recycling operations, recycling yard facilities design and oversight, environmental quality plans, secondary containment, stream restoration, infiltration/inflow studies and implementation, permit updates, oil/water separator management, energy audits, lighting surveys, space utilization facility surveys, National Environmental Policy Act (NEPA) support, pollution-prevention programs, environmental education, training, sustainable development, environmental management systems, Environmental Compliance Assessment and Management Program (ECAMP), Environmental Impact Analysis Process (EIAP), natural and cultural resource programs, comprehensive planning programs, geo-integration, environmental assessment, baseline surveys, forestry, wildlife, archeology, preliminary assessments, remedial investigation, feasibility studies, remedial design, long term maintenance, pilot studies, program reviews and long term monitoring.



June 29th, 2010 - Accord Engineering was recently awarded a contract from the Environmental Planning Division of the Port of Long Beach (Port) for Hazardous Materials Site Remediation in the Long Beach Harbor District.

Accord Engineering will provide:

• Remediation of contaminated soil and groundwater using on-site treatment services which may include sampling and chemical analyses; installation, operation and/or application of on-site treatment equipment and materials; and offsite transportation and disposal.

• Respond on short notice, 24 hours a day, 7 days a week, to mitigate and/or remediate minor spills and discharges impacting a variety of media throughout the Harbor District, and removal of illegally-dumped materials or contaminated media. Response services include all nonhazardous/hazardous materials manifesting, transportation, and disposal.

• Evaluation of available remedial technologies, including feasibility/cost-benefit analyses, and procurement of federal or state funding for innovative demonstration projects. • Procurement of applicable permits and other interactions with federal, state, and local regulatory agencies as directed by Port staff.

• Transmission of data and reports in electronic format; sampling, analytical, and related data will be delivered in a comma-delimited format for inclusion into the Port’s Environmental Geographic Information System (EGIS).



June 30th, 2010 - The Accord and MACTEC 8(a) JV has just been awarded the first T.O. under the JV’s CERCLA/RCRA/UST contract (N62473-10-D-0814) with the Naval Facilities Engineering Command – Southwest.

Task Order, valued at $450,000 and lasting two years, includes requirements to perform a Site Assessment (SA) on historic underground storage tanks (USTs) at UST site 1 and UST site 2 at Navy Auxiliary Landing Field (NALF) San Clemente Island (SCI). Soil sampling will be performed around and under an aboveground storage tank (AST) at IR site 7A. The work is being done under the Navy’s Environmental Restoration program.

The overall CERCLA/RCRA/UST contract has a base year and four option years and a total value of $20 million dollars.



June 30th, 2010 - An 8(a) JV between Accord Engineering, Inc. and MACTEC has been award a 5yr/$1.5M Firm-Fixed Price Contract (W9128F-10-C-0031) for Hazardous Waste Management and related environmental services for Scott Air Force Base (AFB), Illinois in support of the U.S. Army Corps of Engineers (USACE).

The contract will cover a variety of base-wide hazardous waste management support in the following areas: manage and operate the Centralized Accumulation Site (CAS); HAZMAT tracking at the Hazardous Material Pharmacy (HAZMART); accumulate, containerize, and ship hazardous, industrial and universals wastes and used oil at the CAS in accordance with (IAW) all federal, state, and local requirements, Air Force Requirements, and Scott AFB requirements; ensure that all wastes are removed and shipped from the CAS in compliance with all federal, state, and local requirements, Air Force Requirements, and Scott AFB requirements; treat non-Resource Conservation and Recovery Act (RCRA) regulated industrial waste as if it were hazardous waste (i.e. 90-day storage, labeling, marking, Performance Oriented Packaging, inspections, etc); operate a recycling program for universal wastes; provide Initial Accumulation Point (IAP) manager training for Scott AFB personnel; and provide Environmental Management System (EMS) and Emergency Planning and Right to Know (EPCRA) support.
